Resolution:
1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost needs that service to run; stop it anyway)
4) No need to restart SLUNotify & Software Licensing (both services).
5) Open Control panel, all the applications will be listed and also able to access all the folders.

Unable to access any Folders in Vista and Control Panel opens, however none of the applications are listed in the window.
