Resolution:
If iTunes installed on a Pc and the iTune toolbar is enabled, then the taskbar transparency will be lost. You need to disable iTune toolbar to make the task bar transparent.

ISSUE: Taskbar is not transparent in Vista Pc when AERO is enabled. Except task bar everything else is transparent.
